First house MUST be in toria, then you may pey $100 to live elsewhere.
No making unoffical citys/towns.
Before you build in certain areas you will require planning permition!

To get a job, post you name and preferd job type on the job wall (infront of nudelkop's ship)
To find the wall is eaisy it is well sighnposted!
To offer job Vacancys post your name the job type and the pay!
